Paulo Jorge Nogueira

Paulo Jorge Nogueira is a Biostatistician, specialized in Health Information and International Health. He has a degree (1993) and an MSc. (1997) in Probabilities and Statistics, and a Ph.D. in International Health (specialization in Health and Development Policies) since 2011. He is an Associate Professor of Biostatistics at The Faculty of Medicine of the University of Lisbon [FMUL]. He is responsible for FMUL’s Autonomous Disciplinary Area of Biostatistics and FMUL’s Biomathematics Laboratory]. He is an Invited Adjunct Professor at the Higher Nursing School of Lisbon [ESEL]. He is a member of the Medicines Evaluation Committee at INFARMED [National Authority of Medicine and Health Products], and a Clinical Trials Evaluator for the Clinical Trials Evaluation Unit of INFARMED [National Authority of Medicine and Health Products]. He has published over 150 articles in peer-reviewed journals, 5 book chapters, and 3 books. He has supervised 6 doctoral thesis and 18 master’s dissertations. Received 6 awards or honors. Participates or participated as a Researcher in 8 project big projects (including Work Package leader in 3 European Projects), Principal Investigator in 5 projects (including two competitive projects one for the European Space Agency (ESA) and one for the Portuguese Science and Technology Foundation (FCT)), and Other in 3 non-sponsored projects. In 2022 and 2023 he was an Assistant Professor of Epidemiology at the National School of Public Health of NOVA University of Lisbon [ENSP-NOVA]. From 2010 to 2018 he worked at the Portuguese Directorate-General of Health (Ministry of Health) holding the positions of Head of Health Statistics and Director of Health Information. There he was responsible for key reports on the Tobacco Law implementation of 2008 evaluation (2011); key reports for almost all National Priority Health Programs (2013-2016); National health reports on Population health (known as reports Health by Numbers and Health of the Portuguese People) (2014-2017); also, main author of three National reports of the National Health Programme (2014, 2016-2017). Performed several functions at ECDC, namely, National focal Point for Training (Still ongoing), National Focal Point for Epidemiology, National Focal Point for surveillance, Member of the Advisory Board of Eurosurveillance; Had a mandate as Chair of the ECDC EPIET/One Fellowship Program and another as Chair of National Focal Points Forum. Also, at the European Level, I was a Member of the European Experts on Health Information (EGHI) and Ministry of Health LEAR in the European Commission Funding & Tenders Platform (still ongoing), for WHO performed several missions as a Health Expert. He collaborated with WHO Europe, under the FMUL Biomathematics Lab, analyzing COVID-19 pandemic data. From 1994 to 2010 was a Statistician at the Portuguese National Health Institute Dr. Ricardo Jorge, leading several important projects namely the HEWS Project (Health Early Warning System using Satellite technology) for the European Space Agency and the ICARUS/ICARO Project (importance of Heat and its repercussion on mortality) that originated the Portuguese models and the Portuguese Heat Warning System (internationally acknowledged as the first European Heat Surveillance system in Europe) that begun in 1999 and is still in use every summer.
